The idea for the Government House originated in 1934, during the Soviet era. Rudnev’s vision was to create something more than just a government building. As he described it, the final structure was to be “a composition between monument and architecture — something organic that complements the beauty of Azerbaijan’s seaside.”

Although construction began in 1936, the outbreak of World War II halted progress, and the building was only completed in the early 1950s. Today, it is one of the most distinguished examples of Soviet-era architecture in Azerbaijan — combining sculptural artistry with functional purpose.
