Philharmonic Garden, also known as Filarmoniya Bağı or Governor’s Park, is a serene and historic public garden located next to the Baku Fortress, in the heart of Azerbaijan’s capital city.
The origins of the park trace back to the 1830s, when ship captains arriving from South Azerbaijan were asked to bring a sack of soil to help enrich the garden. In the 1860s and 1870s, it was expanded to cover approximately 4.6 hectares (11 acres) and was originally called Mikhaelovsky Garden, named after the governor of the time.
In the early 20th century, proposals to build a concert hall in the park faced opposition due to the potential felling of trees. Instead, a summer pavilion was constructed, preserving much of the natural landscape.
The garden underwent significant renovation during the 1970s and again in 2007, following orders from President Ilham Aliyev. As part of the modernization, an elegant French-designed fountain by Inter Art was installed, adding to the park’s classical charm.
Today, Philharmonic Garden serves as a favorite retreat for locals and tourists alike. Surrounded by lush greenery, historic architecture, and cultural landmarks - including the nearby Azerbaijan State Philharmonic Hall—the park offers a perfect blend of relaxation, beauty and history.
